It is not normal for Pi3, Zero 2W and older models. Maybe there is some issue with SD card or filesystem on it?
It is a bit more normal for Pi4 and up. Maybe some tips from https://github.com/raspberrypi/firmware/issues/1375 could help, it is for Pi4 but still some may apply too
You could try some bare metal project if it boots slow too with this card. The BMC64 emulator https://github.com/randyrossi/bmc64 https://accentual.com/bmc64/ boots in just few seconds and it replaces linux kernel so the time before loading the kernel should be similar - you can try to put it as a kernel to your card.
