On a quick search I didn't find anything definitive, but some older notes lead me to believe that the nm/dnsmasq integration is for DNS only, and you need to run a separate dnsmasq server (installed from apt, presumably) to be able to use it as a DHCP server.
That is the problem. How do you configure the internal DHCP server started by NM?
Would love to be proven wrong.
