You are right but I am another who would say the same, on the basis of form factor rather than capability.
I don't challenge the conclusion, that in most circumstances at present a Pi laptop is not going to be as useable as a properly designed x64 laptop. If the aim is running Windows OS and x64 software, then the costs would have to be very compelling to make it even a possibility (costs may go that way in certain cases, as the OP explained). And even then, some form of portable/luggable desktop is more practical to make and use than the full laptop format.

What I am objecting to is the use of an apparently arbitrary percentage with spurious precision. The argument has been made, and to most reasonable people won, without poor science entering into it. And of course, we are talking about making a Pi laptop to come into the remaining 1.268% that are not rubbish.
