This is where I say that I really can't recall which graphics driver is in use under Buster, and am not inclined to investigate as the release is no longer supported. The 4.19 kernel branch was last updated to 4.19.127 in June 2020, with your 4.19.97 being Jan 2020.
At a guess raspi-config has added the relevant hdmi_mode= and hdmi_group= entry to configure 1080i50 from the firmware, and then vc4-fkms-v3d (or possibly vc4-kms-v3d) has taken over, read the EDID, and made a mode selection based on the EDID which becomes 1080p50. I recall xrandr listing interlaced modes correctly, which would imply the EDID doesn't include it.
