How would I set the target bitrate?

I see V4L2 video31 only expose a compression_quality parameters:

v4l2-ctl -d 31 -L

JPEG Compression Controls

compression_quality 0x009d0903 (int) : min=1 max=100 step=1 default=80 value=80

That parameter is taken into account with earlier version of the firmware but not with new ones.

I will do the "git bisect" as you requested.
