1) with a SDK if one likes C, with micropython and two flavors of Arduino
arduino R3 (328 based; very classical) are 22 pound, arduino R4 (ARM based) are 18 UK pound. One can find cheaper ones Arduini (chinese clones, there are > 100 cards) but they can be weird: one should begin wth classical ones (and the picopi is classical too and 2 or 3 times cheaper for better performances and flexibility)
