Beginners • No HDMI hotplug when switched to X11 - RPi5

Hi there! What don't work. Flash newest 2024-03-15-raspios-bookworm-arm64.img on SD card, add hdmi_force_hotplug=1 to config.txt, boot and switch to x11 via raspi-config. Taht's it. No HDMI output anymore when you want to plug monitor in after boot. Please help. What to check?

I absolutely need hdmi_force_hotplug=1 to be set to constant video out even if monitor isn't connected. On Wayland it's working well. But I also need to use program that don't supports Wayland and require constant video out for capturing screen. So I switched to x11 via raspi-config. Then it looks like hdmi_force_hotplug=1 is ignored.
Now, switched to x11, everything works great when monitor is plugged in while boot. After that, my software running no matter if monitor is connected or not. Great.

But when I restart my Pi5 remotely without monitor connected, then I cannot use not only my app, but monitor as well. Monitor shows no signal on both HDMI.

However I can use monitor again only when I plug monitor back in (no signal on it) and do restart Pi5.

When I switch back to Wayland, I can see picture on monitor regardless if it's plugged in or nor while boot.
