Regardless, the lack of (or lack of _vetted_) documentation for Windows really makes me want to try the WSL approach instead. Getting the toolchain installed for Linux seems largely more reliable.
Installing and using the Pico SDK v1.5.x Installer should be a simple case of download and execute, job done. It was for me, and is a far better solution and a far better experience than the original way of doing things, which seems to me to be what the Getting Started Guide still describes.

WSL may be a solution but I suspect you will merely be swapping one set of problems for others.
