Me and a couple friends are trying to work on a project to create a “speed trap” type device. We bought the LiDAR listed above and have connected the pins to the respective 5V, GND, TXD, and RXD on the Raspberry Pi board. However, when we do so the Pi doesn’t recognize it as a connected device. How can we make this work so that our lidar can directly be connected to our board and give us data for time and distance?

First of all you need to enable port on Raspi. Also, you will probably need to make minor changes in the code: the UART port number and baud-rate if you have configured some other value.
