The DC-DC converter should be a boost regulator, not a buck regulator. You haven't stated the part number of your regulator. I expect it is a buck regulator and it cannot make a higher voltage on its output.Shouldn't it power up with the type C plug-in adaptor ? I am using my phone charger for this , the lights come up in the TP4056 , so current is flowing through .
Ok. You said "The issue is that my PI is not powering up." That's probably because it's not connected.
Your solar panel is too small. It will not produce sufficient power to run a Pi.
