This may not be a problem with using a static IP, it may be a problem with Bookworm though. My new RPi 5 is inaccessible from other machines on the network after a reboot, until the Ethernet cable is unplugged and then plugged back in (see my post at viewtopic.php?t=367907). And I am getting the IP address via DHCP.
