Doh! Completely misunderstood the OP. My apologies.The ancient Stretch repository is no longer at that location.
I found this post viewtopic.php?t=356182 with a link where to find the STRETCH repositories at https://legacy.raspbian.org/raspbian/dists/stretch/
@W. H. Heydt advise is valid but sometimes you just have to keep something working.
