hippy, wouldn't that just come under personal use. This all started with the assumed sale of mods, someone adding M.2. connectors on for profit larger than a few friends, not you doing it DIY.
One interesting aspect of UK law is, and I expect it may be similar in other jurisdictions, that it is often legal to own, posses, supply, or sell, something which would be illegal to use.

That usually rests upon the principle that no harm is done until harm is actually done. Of course that's not always the case. Facilitating harm being done may be unlawful in some cases, as may mere intent to facilitate harm being done. And at the extreme there are outright prohibitions on certain things.

So where would setting up a business venture to add NVMe sockets and the rest to make that usable for a Pi 500 owner sit ?

And where does it sit if it turns out doing that, adding sockets and required components, then plugging in an SSD, creates no emissions beyond what is legally allowed ?

I would expect that to be the case were anyone to do this, so no harm done, no worries, unless someone can point me to a specific law which is more proscriptive.

The notion that Raspberry Pi haven't fitted the NVMe socket and other components simply because, when they did, it failed emission testing, to be unlikely. There are much more likely reasons to have not done that for the initial release in my view.

Maybe it is never intended for it to be fitted but it would surprise me if Raspberry Pi let that opportunity pass them by. But there may be other reasons it might not happen, may not be a sensible thing for them to add or for one to add oneself; heat dissipation, power budget.

I can understand why Raspberry Pi might have chosen to produce a single board for the Pi 500 and for use in "other contexts". It being how it is in the Pi 500, with silk-screening, tracking, and hole in the heatsink, might not have been the best idea. But then it might have been deliberate. Even though it has attracted quite a few complaints for not having NVMe fitted..
