Troubleshooting • How to setup the root privilege for AlmaLinux9 on Raspberry Pi 4B

I would like to update and install packages using "dnf -y update" command line on root privilege ,
but when I command "su -", and input my password(PC login password),
the following message is displayed.

"username is not in the sudoers file. This incident will be reported."

How should I & What should I set the root privilege?

We can not use superuser for Raspberry Pi & AlmaLinux9?
