I do have Rasberry Pi 4b and trying to make it work with PiServer running on a VM on the same network.
You do not specify which hypervisor you are using.
In case you are using Virtualbox make sure you set the network mode to "bridge" instead of the default setting of NAT.

Also Piserver only talks to white listed mac-addresses.
Version 0.7.6 expects your Pi's mac to begin with b8:27:eb OR dc:a6:32 OR e4:5f:01 OR d8:3a:dd
Not sure whether or not all Pi are still using addresses from those ranges, or if they are using a different one for new Pi nowadays.
