I do not have a solution; however, this is my story:
I now have three Pi 5 8GB boards. Two of them control the fan as expected, and one does not. Today, I received my third Pi 5 and replaced the one that could not control the fan. This was in a Geekworm P579 case with an NVME Hat running Ubuntu 23.10. So, I have the same official Pi 5 cooler, NVME Hat, and SSD with Ubuntu installed. I unbolted the fan-faulted Pi 5 and slipped in the new one after adjusting the NVME boot order.
I had tried every trick I could find for the bad Pi 5 - but none worked. Only slipping in a new Pi 5 corrected the problem. Since the fan-faulted Pi 5 works otherwise, I will save it for a project that does not mind a noisy fan.
