So far you did not mention any details on your PSU.I have a 10 Ampère 5V power supply in place and I actually planned to power the Pixels together with the Pi from it. I will run about 130 LEDs. Do I understand that correct, that I should use two different power supplies, one with 5V for the LEDs and another one with 3.3V for the Pi and Electronics?your Neopixel should receive 5V from a dedicated PSU (as you don't state the number of LEDs in use) as they will consume quite some current.
100nF is a decoupling capacitor for the 3.3V supply of the GPIO expander.
you should be careful with your 5V@10A PSU as you still seem to not have understood that the Pi does not run from 3.3V; power supply to the Pi is 5V only --> you feed 5V into the Pi and 5V into the Neopixel string.
