Use 'ifconfig' or 'ip link' on the Pi to set the connection up or down. Your target system probably won't be able to tell the difference between that and an unplugged cable.

Ethernet uses high-frequency signals (essentially RF signals) that require accurate impedance matching, so a conventional relay won't work. You could try using coaxial RF relays, but that'll be complicated and expensive.
