Best is you create routed setup in the Pi5. Actually the Pi5 will be the 'router', compared with a commercial router that has lets say 4x eth LAN ports and 1x eth WAN port, your Pi5 has 1x eth LAN port (you can put Gbit network switch to it or direct U-AC-lite) and wlan0 acts as WAN.
Because WiFi does not does not forward ethernet broadcasts, you cant simply use the mobile phone DHCPserver, unless you figure out some setup with dhcp-relay (see Debian pages). But is too tricky/unconvenient IMHO.

So set a base fixed private address (different then mobile phone hotspot) on the Pi5 LAN side. For VM hosting, you want a bridge, so run nmtui to create one that includes ethernet from the Pi5. Set the fixed IP address on the bridgedevice, also put dnsmasq on it with some DNS and DHCPserver configured. Enable routing and connect wlan0 to phone.

Then a HA VM can connect its virtual ethernet to the bridge and get an IP address from your DHCPserver and also can go on internet via the mobile phone. Your U-AC-lite also gets an IP from your DHCPserver. If hotspot is off, you still have work local webservers and so on. Note that HA is keen on connecting to internet, but it works without, same as many other progams.
