Thank you so much!The different voltage and current ratings are for USB-PD. If the device connected does not have a USB-PD control chip to negotiate the different PD profiles with the power supply, it will only output 5V. It's not something you can manually control for non-PD devices. You can only use the higher voltages with smart devices that support USB-PD; such as phones, tablets, and laptops. Theoretically, I guess you could have a widget that takes USB in one side and negotiates PD, to provide simple/dumb DC out the other side at one of the higher voltages, but I've never seen one of those.
Assuming your LEDs are just simple/dumb LED+resistor in series, you can't use a USB-PD power supply to supply them with anything other than 5V.
