Using the UART is quite different to plugging in to USB though and with a HAT it will be UART so you did everything a serial (UART) user would do.

You can set gpsd up to use the serial port automatically as well with the auto setting.
It is probably is using galileo by default, look for the GN and not GP nmea lines.
It easy in windows to check, update and setup the config.
It would be through ublox protocols and gpsd/gpsmom/some other program might be able to change it for you, check the ublox website. It been quite some years and I can't quite remember what did what for this, also there will have Ben lots of updates.
