If you want a HAT then buy a HAT. Essentially 4G/5G mobile modules on the market mostly have a mini-PCI-e or M.2 connector. Some interface board is needed, easiest is USB. I have an older 4G mini-PCI-e module that came with a small USB2 interface board. I got it working (patches needed for Linux at that time), more as extra/fun as I also got an operator provided 4G router. But module is unused for years already.

Fast forward now, where I am there is some telecom rule that allows operators to terminate a normal consumer/smartphone mobile subscription if the SIM is used in a device that cannot do voice calls. Even it technically can, they just have their long list with smartphones, other hobby or industrial equiment is a reason for termination. A dedicated data-only subscription is needed actually, but those are much more expensive, so basically a no-go.

Most people use the hotspot functionality of their smartphone via Wifi. Or USB cable, so it also keeps powered, I do that sometimes. It is petty easy to bridge or route between a USB device and ethernet device in Linux. But as always, what is your application or goal? And how much data transfer you need, do you need IPv6 or IPv4 and what about NAT.
