Are you using the official power supply for the Pi 400? I have a 20 year old or so APC BK650MI (new battery 2 years ago) feeding my Pi 400 and it never reboots when I switch between mains and battery. In addition to my Pi 400 it also has two Pi 3Bs and the router and telephone all on permanently plus assorted monitors, sound, lights and other equipment as needed. One of my Pi 3Bs runs apcupsd over the "magic" serial cable (plus USB/serial adaptor) to monitor status and signals power/battery status to slave apcupsd servers on the other systems. I usually test it every 3 months and did more detailed testing when I first setup the monitoring on the Pi. No Pi (or anything else for that matter) has ever glitched during switchover in either direction.
If you are using the official power supply then it seems your UPS may be worse than my 20 year old model. Also as a thought does the Pi still reboot if you unplug the 3D printer and only have the Pi on the UPS when mains power comes back?
