Can multiple official HATs be connected to the Raspberry Pi and stacked together at the same time?
It depends.
The current setup is:
Raspberry Pi 5
Official RPi 5 case (with top cover removed)
Official RPi 5 active cooler
Official Raspberry Pi AI Kit + M.2 HAT+
Can you clarify that. Do you mean the official AI Kit including the M2 HAT+ combined with a second M.2 HAT+ or just the offical AI kit with the included M.2 HAT+?
I suspect the latter as the former would require a further board containing a PCIe switch.
So far I know all these work together.
Can I simultaneously connect the official HAT V2 + Build HAT + DAC Pro HAT + Global Shutter Camera to the above configuration?

The global shutter camera shouldn't affect HATs.
IIRC the HAT+ standard allows for some degree of stacking.
The older HAT standard does not as all HATs have the same address for the onbaord I2C EEPROM.
HAT like devices (board that look like HATs but don't have the EEPROM) can often be stacked provided there are no pin conflicts (except power, ground, and potentially I2C).
The only old spec HAT that can be stacked with another HAT is the PoE(+) HAT.
Provided there are no pin conflicts many older spec HATs can be stacked if you disable the boot time probe for the HAT EEPROM and PoE fan control and load the necessary config and drivers manually. I've no idea if the same applies to HAT+ devices.
I cannot comment on power requirements.
