Beginners • Network Preferences missing from Right-Click Network

Now maybe I've got it wrong, but right clicking on the up/down arrows should produce the Network Preferences menu, but ever since installing the most recent version of Raspbian that is no longer showing up. Other than using the command line, is there any way to change network preferences (Changing from dynamic IP to static IP) ?
