I believe HEVC decode is restricted to 4096x4096, at least that is what the driver is currently enforces.
H264 hardware decode on Pi0-4 is limited to HD resolutions.
In theory H264 level 6 would allow 8,192×4,320@30.2, but I have no idea whether software decode on a PI5 is feasible at that level. 4k60 is without maxing out the CPUs, so 7680x2160@30 would be the same pixels rate.
