When I initially started to install Ubuntu on my RPi4 I used the imager which I usually use all the time and the installation failed. Then I updated the bootloader and used dd to copy the Ubtuntu image just to speed up the copy and installation test process and the installation was successfull.'Raspberry Pi Imager' will not work just now for Ubuntu 24.04 ...
When I read your comment I tried to install Ubuntu again with the imaged 1.8.5 just to test your statement that the imager has an issue but the installation succeeds again. So it's not an imager issue as far as I see.
I can only speculate but it looks to me as if it depends on the device connected to the USB port whether the installation works or not. Maybe it also depends on the USB port used (USB2 vs USB3)?
